Pre-Service Teacher Education Program (Pre-STEP)
The Pre-Service Teacher Education Program (Pre-STEP) is a USAID-funded pre-service teacher training program serving six out of seven areas of Pakistan. Pre-STEP is jointly implemented by AED, Michigan State University and EDC. The goal of Pre-STEP is to improve the quality of basic education by increasing the effectiveness classroom teaching, an area identified as a major concern for Pakistan’s Ministry of Education.
Already in the first year of activities, the project has begun working closely with teacher-educators to support the incorporation of new teaching and learning practices into pre-service teacher education. In October 2009, Pre-STEP convened a national Standards Workshop to initiate efforts towards creating a rubric and benchmarks to facilitate the implementation of the Ministry of Education’s National Professional Standards for Teachers in Pakistan. Overall in 2009, faculty in 17 Government Colleges of Elementary Training and 15 university faculties of education are taking part in professional development activities supported by EDC and Pre-STEP.
Over the next four years, EDC and the Pre-STEP team will partner with the Ministry of Education, the Higher Education Commission, selected universities and the district-level colleges responsible for the training and certification of pre-service teachers. By providing intensive support and training around student-centered teaching practices, assistance with curriculum design, developing and implementing a measurable system of teaching standards, and appropriate incentives and accreditation policies, Pre-STEP will assist Pakistan in producing the teachers prepared to meet the education demands of the 21st century.
