With the support of the United States Agency for International Development (USAID), EDC collaborated with City Year Inc. (CY), a US-based youth service organization, to manage and implement the United States model in South Africa, as the first international setting for CY. The City Year South Africa (CYSOA) project targeted disadvantaged youth (50 percent female; 50 percent male) from urban areas in inner-city Johannesburg. It sought to engage youth in full-time service, promote civic participation, and provide life coping skills and practical technical proficiency. The South Africa program provided young Service Leaders with leadership education, technical and practical skills training, and service opportunities that enabled them to graduate into the workforce with marketable skills and civic leadership abilities and deliver needs-specific programming in afterschool programs for youth. EDC worked with CY headquarters (in Boston) and CYSOA-providing technical support, strengthening CY's monitoring and evaluation capacity, and creating a learning mechanism that allowed CY to communicate, share with, and learn from the other two Education for All (EFA) projects in Uganda and Jamaica.
