EQUIP3/Afghanistan Literacy and Community Empowerment Program (LCEP)

Literacy and Community Empowerment Program (LCEP) was an integrated community development initiative that included components in literacy, capacity building for income generation, and local governance in Afghanistan. Within the literacy component of LCEP, EDC was responsible for two interrelated subcomponents: the establishment and ongoing development of a Women's Teacher Training Institute in Kabul and the implementation of the Afghan Literacy Initiative. The Afghan Literacy Initiative targeted 65 percent of all young females in Afghanistan, included young men and older boys, and provided access to literacy and life skills in remote areas of the country. Other LCEP components focusing on local governance, enterprise skills development, and the development of locally owned community centers helped ensure that rural women and girls were able to participate in, accelerate, and retain literacy, numeracy, and life skills development.
